Banner Signature Troubles

Hey guys and gals. My CP does not as yet even have a signature tab or way to add a signature. Also, not everyone's banner discussed in their posts are visible to me. I would like to post one but without a signature or edit signature tab in my CP, I can't. Any Ideas? Thanks!

The FAQs say you need 15 posts for a signature. It doesn't mention how many for a banner, although someone in a previous thread put the number of posts needed at 10.

A banner is a signature, so whatever the post number is for one will be for the other.
