simple program for label creating

Ive recently gotten to be really close friends with the people at my local vape shop and today they asked me to make them a new,fresh label for their juice bottles that they mix in-house. They are buying a label maker tomorrow (not sure of the brand,didnt ask) but im wondering if there is a good program that is simple to make these labels with. ive tried ms paint,and i can get the lines to set right,but when i add text,its gets all pixely looking and not very clear (im assuming because of size and word wrap issues). so my question to all you diy pros out there,whats a good program to use that i could create a pdf from so they can use the same template that i make and be able to change their flavor names at will? im gonna add boxes so they can circle pg/vg values as well as nic levels,plus add a box for custom mixes if their customers want something diff from the pre made on their boards... any help would be appreciated.

MS Publisher is good for that sort of thing.

If they are buying a label maker, they usually come with software mate.
I have a brother thermal label maker and the software was great for it
