2 of my friends have purchased Smoke NV automatic ecigs in starter kits containing 2 chargers. The wall charger has an output power rating of 200 mA while the USB charger has an output of 150 mA. I assume the battery is not meant to be charged at 2 different power levels, which charger should they use?

The output mA of chargers is not what it charges at all the time. It is the max output of the charger. Generally, the charging current will be highest when the battery is most discharged. The current goes down as the battery becomes charged. So either charger is OK to use. The USB charger may take slightly longer to recharge the battery as its max output is slightly less.
The wall charger has a screw-in socket right on it? Or does it have a USB socket (in that case the USB cable decides how much of those mA the battery actually gets)
The wall charger and USB charger are completely separate units and do not connect to each other in any way.
