Regulation and taxation must be the same for this Bozo. So for the sake of public safety, e-cigs are guilty (read: heavily taxable) until proven innocent. But by the time that "approve" e-cigs, why would they remove the taxes? This will go the way of ......... regulation - taxes are the priority. Can't let the cash cow slip away!
