What is stepping of E-juice and do you need to do it to all e-juice? I saw a you tube video saying he steped his e-juice for up to a week. I don't understand what he was doing to it or what it dose or is it needed.

It allows for the oxidation process to occur. From 2 weeks for non-tobacco flavors to as long as 6 weeks for tobacco - to bring out the full flavor. You can vape right from the mail box if you want - but like good wine, most juices are better with a little "aging".
There are other process' to speed up steeping, but most of us just set them in a warm, dry space and walk away for a few weeks, pausing occasionally to give the bottles a shake.
I am sure steeping is heavily recommended with DIY juices, but I have yet to need to steep anything I have obtained. I generally get everything at a B&M so I would assume that if there is steeping to be done, it may already have been taken care of.
I buy from a B&M/online place that makes their own juices as ordered. I usually let these steep for a week or so. Fresh to steeped makes a huge difference.
