No great surprise the FDA never had a real plan.

Actually, they did have a plan. That plan was to react excessively to every bad science study out there and protect Big tobacco.

What the FDA did to small/medium family businesses via the PMTA is and was a disgrace. Business owners spent thousands of dollars to insure their PMTA was properly filled out. The joke was on them.

It didn't matter to the FDA.

So here we are: The FDA has surpassed every belief that they were not negotiating in good faith.
