stupid question but need help (advice)

It's not all about the resistance as you've noticed. A lot of the production of vapor has to do with the actual physical properties of the coil (is it a touching wrap, spaced, stove top, clapton, etc), the wicking, the e-liquid, the inhalation technique, the amount of power you apply to the build, the device you are building on as well as the actual resistance.

With the higher powered devices out there now, it's almost unnecessary to build so low. I usually stay around 0.5 on my drippers now, and get terrific flavor and vapor.

Ohms just changes the watts, heat.

Surface area, coils, is going to be a big player in vapor production. More wire in your 5 wraps to sizzle up more juice.

I'll assume your batteries can handle the amps you're pulling. :?:

Also do you have something that reads ohms out to .00?

Airflow is a big, big part of vapor production too.
 
Probably the best place to check the coils is to dry-hit it, and see how they heat up. Coils should start turning red from the very center, and it quickly grows to the entire coil. If it glows red anywhere else first, you have a "hot leg".
Also, if you're doing dual coils, they should heat up pretty much completely exactly the same as each other.
