I bought a new tank with two 10mL bottles and by the time I got to the second bottle the tank just keeps overflowing/gargling. Today hoping for the best, I picked it back up after a few days, only topped off the tank and within a few draws it starts gargling and a lot of the juice just seemed to be sucked into the carto. I've already blown out all of the juice a few times and it solved the problem momentarily.

Funny, when I got this tank I had problems getting the juice to get inside the carto.

Air flow at the connector or coil. If the air flow is restricted, the vacuum you create when you draw on it will pull to much juice into the carto and into the center tube.
Provided that the carto isn't to clogged, you can run a wire up through the center tube to restore the air flow. Also on some PV's it's possible for the tank to sit to low and reduce air flow to the connector. Air simply must be able to get to the connector and through the center tube.
