It goes under the positive "plate" in the rba.
When the STM first came out they were not made of "Peek" material.
Many were melting from some juices.
If you have a newer tank, it has the new (light brown) insulator.

It's what keeps the positive pin in the tank from grounding out to the rest of the tank and causing a short.

Does anyone know if this is what I need to buy if I own a subox mini and broke the white rubber insulator (brown on the new versions) that keeps the 510 connection from going down?

Different insulator. But if you broke that one your mod probably won't fire. Check out the mod builder's page here for advice on that one. If it's still under warranty, send it back.
