The TP flavors are very concentrated. They are added to your e liquid.
The max most any flavor recommended is 30%. The lower the better.
So.....lets say you want to make an Orange flavored vape. I do this with tobacco e liquid. 10% works for me and that come out to 1 drop of flavor and 9 drops e liquid.
Most people make a small test batch to see if they like it and to set the strength they like. Once you find the % you prefer you can make larger batches by using ml's instead of drops. I use a graduated cylinder that holds 10ml total. If I want a large batch of Orange I add 1ml of Orange TP and 9ml of eliquid.
