do V4L really have the best cartos i have tried boge, ce2s, and many others with no luck I have a 3.7 coming and I want something that will work good for a change.

This is a tricky answer, yes and no, if you are using the 808 batteries then yes V4L has the best blanks in my opinion. Now if you are using a different device, then LR carto's might be better, I wont post names of batts/cartos but if you do use a diff batt shoot me a PM and I will fill you in. Otherwise if you got 808 batts, then get empty V4L coolcarts, fill and enjoy!
Also V4L coolcarts actually work well on most my batteries, even with the adapter from say a 510 to a 808.
PS - CE2s suck, taste like burnt crap after 3 hits, so I feel you there.

I use the WOW blank cartos on KR808D-1 equipment and vape mostly on my passthrough. The flavors come through really good. Others like the cool carts and they do hold more juice but I refill my WOW cartos several times before I discard and am very happy with them.
I'm a big fan of Cool Cartos, but I have recently discovered that wow cartos work well with certain flavors like RazzWow. What I find impressive is the longevity of both cartos. I can put 90 ml through a cart, wash it every 30 ml or so before tossing them. The thought of 90 refills, including topping off along the way is crazy and brings the cost of cartos alone down to mere pennies.
When they get tossed it's almost always because they become harder to draw off of, which has never made any sense to me but it happens.
