I found this document when doing a search for policies in my home state of West Virginia:
It's an "ecig Factsheet"

includes a nice little closing to suggest wording for policies in the future, so ecigs are included in any bans

Then, it took forever to find who actually published the thing (I'm not too bright).
But turns out these folks published it:

shockingly, found Pfizer is linked as one of their "resources"
One of their statements: "The WCWV is a pioneer in the field of worksite wellness and strives to stay on the cutting edge of issues relevant to employers."

This place is a member of the National Network of Wellness Councils.

Anyone familiar with this group? Experience with them in your state?

So, employers, if any of your employees are making efforts to stop smoking by switching to an e-cigarette, you need to protect their health by sending them outside to stand in the smoking area. Hopefully, they will revert to smoking the real thing. Dammit, if they refuse to quit the way we approve of doing it, they cannot be allowed to quit!
