Thinnest RBA???

AGA-S, iGO-S, Phoenix, A7, mini-DID, Bulli are all around 16mm. The Killer is the absolute slimmest I've seen but needs to be put in a tank which widens the specs. Someone on another forum put it into a slim DCT before, but not all DCTs are created equal I'd imagine.
Pretty sure this little guy fits the bill, the vendor also has one with a stainless tank.

Not sure if you mean the fibrous Nextel ceramic or the airstone stuff. All will work great with the fibrous ceramic wick.
If you mean the airstone then just the AGA-S and mini-DID will do although you could probably finagle results out of some of the others.
As for SS, in order of suitability:
AGA-S
mini-DID
Both designed for SS.
iGO-S
Phoenix
Drippers, but easy to use with SS.
Killer
Needs a fibrous wick to feed up to it, or maybe a tiny U-wick would work - haven't tried that yet but I do use SS with it, fed by cotton fluff.
A7
Bulli
Fiddly with SS. Doable but fiddly. Probably not worth the bother unless just to say you've done it or to see that it's possible.

What I need is one with the wick hole at 1/8" or be one made of a material that I can drill the wick hole safely. (Made of Stainless Steel only) The one I have is chrome plated brass I think.
Do you know what size the wick hole is? I would make the hole larger if the base is also made of SS.
The AGA-S is SS, has a 2.5mm wick hole (whereas you're looking for just over 3mm).
Killer 705 is SS but resides in a carto-tank. Different set-up to a genisis.
iGO-S, Bulli and A7 are SS (though you can/could get the Bulli in aluminum) but they're drippers for the most part (using the Bulli and the A7 with SS mesh in their non-drip modes is way too fiddly).
Sorry no I don't know the wick hole size. I just saw they claim it is SS, but after reading the full description I wonder if it is all SS or if it's just the tank.
I do know the mini DID from MMVapors.com is all SS but it is a lot more expensive.
On the AGA-S??? That would be nice. I just wish it had the clear tank.
