I heard it's great for the price. I'm using it to charge AW IMR batteries (18650 & 18500) and it's been working fine for me. It does make a little buzzing noise when charging but not a big deal.
I've had one for a few months. I paid around $8 for it. I wouldn't say it's a great charger but it gets the job done. It's worked great for me so far. I'm charging 18650's, 18350's, and 14500's on mine. I try not to leave it unattended but do occassionally.
Been using mine heavily for over a year to charge 10440, 18350, and 14500 without a hitch. Works well and hasn't had any problems for me. It adjusts to fit most common sizes.
I also use one in my work car. Its hooked up to a cheap 12v dc/ac converter from walmart.
I've spent the past two days reading, and the cheap ones work fine unless you get a bad one, and you are the QA inspector, so if you buy from Deal Extreme get two, but all-battery.com is only a few bucks more and in the US (well, not all work great, some have problems stopping at the right point, but this would only reduce the life-time of your batteries not kill them outright or keep you from using them)

Works with most any cylindrical Li-Ion 3.7 volt batteries: 18650, 18500, 18350,17670, 16340, 14650, 14500, 14430, 10440.
(15270 and 14250 require a spacer. We use 3 dimes)..
