I'm a noob, and have not owned one, nor any other (yet)

I'm finding lots of good info on this site:
Candle Power Forums - Trustfire TR-001 Charger Review

I've spent the past two days reading, and the cheap ones work fine unless you get a bad one, and you are the QA inspector, so if you buy from Deal Extreme get two, but all-battery.com is only a few bucks more and in the US (well, not all work great, some have problems stopping at the right point, but this would only reduce the life-time of your batteries not kill them outright or keep you from using them)

I think this one is a safer bet, and I believe it's Tenergy's newer design, but am not done shopping
Tenergy 2-Channel 18650 & 14500 Li-ion Battery Charger

it sounds like PILA does better QA and has a newer chip, but it's $45 and everything else is $14

there's also PCB boards you can buy for $19 that have true CC/CV and adjustable termination
