USB charger

I bought a USB charger to go along with my starter kit...but when I plugged my auto batt into it, the green ready light stayed green and the blue LED on the batt kept blinking. Is this normal?

Lol...well now it seems I just wasn't leaving it plugged up long enough. I plugged up my manual batt and after about 60 seconds the blinking stopped and the ready light went to red and the unit started charging. Guess it just takes a bit on my computer lol.
