Based on reading I think Top is a different maker that they sale along with selling Dekang.

Not 100% sure but appears that way because they have the same flavors at the same price.

I've ordered both from VV. I cannot tell the difference. I enjoyed them both.

Top, if not a particular maker, could refer to a flavor as in Top brand tobacco?

And checking the site, I would hazard a guess that its what it is.

Was never a fan of Top, the cans had a tendency to not be sealed well and dried the tobacco out. My favorite by far was Bali Shag.

well i contacted james at value vapor and this is that he said

Those are the two manufacturers we use for e-liquid. Dekang is very well known and Top is more like the little guy. Both use similar ingredients and blends but from different chefs so there are differences between them that you'd really have to taste to see for yourself.
