I live in Spain for half of the year. I'm down in Andalusia in the hills behind the Costa del Sol.
The larger Estancos ( Official Tobacco Shops) sell De Kang or E-Vape basic flavoured tobacco or fruit flavoured juices up to 16 strength. To my mind E-Vape is better and if you like a tobacco flavour "Gold and Silver" by E-Vape is about the best they have.
The larger cities and resorts - Malaga, Torremolinos, Los Boliches and Fuengirola have proper vape shops selling name brand kits, juices and batteries. Just google for adresses. Finn Vape delivers next day to your door if you are stuck - the site can be had in English BTW.
I can't speak for the rest of Spain though. Three years ago there was a vape shop on every corner here - but a well orchestrated case of "popcorn lung" and a possibly staged collapse of someone with pneumonia/pleurisy at a Vape Fest killed this expansion overnight and the bulk of Spanish folk went back to cigs en mass. Rajoy rubbed his hands in glee as the tax sheckels from tobacco started to flow again.
