You have 700ml of 0mg flavour mixed 60VG/40PG to be split evenly 3 ways and turned into 0mg, 8mg and 16mg.
72mg nicotine (7.2% in VG and 7.2% in PG), VG and PG is available.

Q. What should the mix ratio be to keep each at 60VG/40PG and the flavour as undiluted as possible?

Set aside the PG and VG. You'll only need the PG nic and VG nic, maintaining maximum possible flavor. You may want to use rounded numbers to keep this simpler. A bit of imprecision is of little consequence.

Step 1
Mix your PG and VG nic into a matching 60VG/40PG mix, totaling 87.5ml.

Step 2
Split your 700ml into these three portions:

Container one - 262.5ml - this is your 0mg
Container two - 233.33ml - this will end up as your 8mg
Container three - 204.16ml - this will end up as your 16mg

Step 3
Add 29.17ml of your premixed 60VG/40/PG 72mg nic to container two - this is your 8mg
Add 58.33ml of your premixed 60VG/40/PG 72mg nic to container three - this is your 16mg

You end up with three 262.5ml mixes totaling 787.5ml with the ratios and nic you want and minimum loss of flavor.

Add 8 % and 16 % nic base to a separate 233.33 ml flavor

72mg/mL Nicotine Base - Nude Nicotine 70/30
If you ask then they will make a 60/40 for you

Ok re-thinking.. bottle A=0mg, B=8mg C=16mg. I split the 700ml of existing '60/40 zero nic flavouring' so there's 233.3ml in each of 3 bottles to begin.

C/16mg requires the most to be added to it now (to bring it up to 16mg) in fact 66ml at 7.2% and to keep the 60VG/40PG it's 39.6ml (VG 7.2%nic)/26.4ml (PG 7.2%nic). C's total volume is now 299ml and could not be any more concentrated.

B/8mg easy now it needs another 65.7ml to make it the same flavour strength/total volume as C/16mg (299ml) it gets 19.8ml (VG 7.2%nic)/13.2ml (PG 7.2%nic) to make it 8mg (half the amount of C) and 19.6ml VG/13mlPG... to keep the 60/40 ratio and make it's total 299ml.

A's easiest then it gets 39.4mlVG/26.3mlPG and all 3 bottles are now roughly 299ml 60VG/40PG with the right mg.
