vGo battery/charger question

Hello everyone,
I purchased a vGo kit (similar to eGo/kGo) from the classified section of the forum. It's 2 ea. 808 threaded 900mAh batteries, charger, and some tank style carto's. The buyer said it was brand new, never used, and by the way it was packaged I believe them (I can tell it was factory packaged). When I first got it one battery was completely dead, the other had a fairly good charge on it. I used the charged battery for approx. 2 hours and it worked fine until it ran out of charge. When I tried to charge batteries it took an extremely long time for the light on the charger to turn green (approx 6-8 hours, each battery).Talking to another person on this forum who has the same vGo kit, they said theirs charges in approx 2 hours from totally dead to full charge. Even after my light on charger turns green I only get approx 6 to 7 "puffs" and then the battery light flashes indicating it needs to be charged. This happens with both batteries. Do you think it could be a bad charger, or do I have two bad batteries?
Any comments or suggestions would be appreciated.

I`m going to start with that dreaded phrase "I read somewhere". Actually i read it here:-

Charging Lithium-Ion Batteries

scroll down to the section on over discharging, this sounds like whats happened here, the manufacturers ship them with a 40% charge, they then get sold, the vendor takes them home and charges them, but it sounds like these have sat around for a while before you bought them. Long enough for the low voltage protection to kick in.
