Vivi Nova rebuild, WTH?

I've become familiar with, and have rebuilt many bottom feeding clearo's and recently decided to rebuild the coil and replace the wicks in my fairly new vivi nova's with cotton. After removing the old wicks, I noticed this sleeve around them that I had never run into before.

I'm guessing it may have to do with wicking or something, whatever. My question is, do I need to somehow get it around the new wick or can I just put the new wick/coil in without it? I have yet to have an issue with gurgling or leaks, and don't want to have issues now because of my own ignorance.
I'm guessing the only way to get a new wick in it would be to cut the sides, which would obviously make it less efficient if it's there to prevent leaks.
Anybody know?

I have seen this on a couple i have rebuilt, but not all. I think it is to insulate the coil from touching the sides and shorting, but could also help with wicking. Mine had a slit from the wick to the top, so I slipped the new wick/coil setup down into it before I reinstalled the coil in the base. I don't know if it is needed, or if it helps anything, but since it was there I reused it. Bout all I know on it.

Thanks! I didn't even think about it being an insulator but that makes sense. Mine didn't seem to have slits in it until you mentioned it and I looked closer. At least now I know I can reuse it if I want to the next time. I saved it, but went without it this time and it seems to be fine.
