Is it just me or does anyone else notice that one box at 20 watts might be a little stronger or weaker than 20 watts on another box?

Most definitely.
This has to do with a few things, mainly the way in which the mod's transformer is designed.
There is buck/boost as well as RMS and there are a few mods which use either or depending on if you are firing at a voltage lower or higher than a battery normally discharges.

So yeah, your observations are correct.

I also posit that the built-in ohm readers are slightly off. When a mod shows, say, a resistance of 1.2, is that 1.15 or 1.25? That .1 of difference can change the amount of voltage applied for 20 watts.
