Were there any examples of nic liquid base available before 2007?

I have been searching all over and I can't find any reference to whether or not a jug of nic base (like 100mg nic for diy) was available in the US before the cutoff date of Feb. 2007. This seems to me to be a rather big detail at this point.

You are correct, availability will be a choke point for the FDA. I'm not sure about 2007, but in 2010 when I started vaping it was not as widely available as it is today. Nicotine has been sold for decades as a garden pesticide, but there's no way to know how that might affect vaping.
