I have been very happy with the sample packs received from Heather's Heavenly Vapes, Vaperite, and five pawns.

I am now a repeat customer for HHV.

I thought five pawns were the coolest setup, albeit the most expensive samples. They came in a cardboard presentation tube, they were glass vials with dropper caps, and were all dated as to mix date. It was all a really nice touch.

Went on a sample run about 3 months ago from around 30 vendors, +/-, because I just got bored with my mainstay, Mt. Baker.
AiV hit it for me. Got a "Little Bit of Everything" sample pack. Each sample has enough juice to fill a PT2. I tried all of them in blank cartos on a twist first, put about 20 drops in each cart. Really good! Putting them in a PT2 and fiddling around with the ohm value on my heads and voltage on my mods took a bit, but I'm happy falling down the rabbit hole.
Some people like AiV right out of the box, I order 30-60 ml bottles and take the tops off for 24 hours and then steep for a week, the flavors DO change! I switch between my MVP and SiD, although my MVP hits the spot the best......so far!
They do include samples with each regular order, which gives me the opportunity to try something again, that I may have not liked that much in the beginning.
Taste is subjective, so samples are definitely the way to go, and a lot cheaper. Besides, you'll never know what your missing by not trying all the vendors that DO offer samples. :) Go to the Ejuice forum and you can get a lot of suggestions.
