what determines flow/ draw rate?

The LR refers to the electrical resistance of the atty. A standard 510 is approx 2.4ohm , a LR510 can be as low as 1.5ohms. Be careful if you are going to use LR attys with your eGo, I blame them for killing 7 of my batteries a couple of months ago.

The draw should be long and "unstrained" which is different to drawing on an analogue but sometimes you can have a bad atty that can be hard to draw on. Try another and see if it's the same. Also try using the eGo without the cone and see if that improves things.
