What happened to the top of page banner call to action?

In the last week there was a banner across the top of all(?) pages at ECF asking people to write their Senators and Congressmen about the FDAs proposed ban on Ecigs. I can't find it anywhere now. Where did it go?

The most recent announcement (yellow banner across all pages) was thanking folks for participating in World vaping Day, which read:

Thank you to everyone who organized and took part in the first World vaping Day May we all continue to raise awareness and protect our right to vape!

Before that it pointed to the WVD thread, I believe.
