What is the best medium to fill carts with?

I try to get the most out of the original filler, I wash it with distilled water only and let it dry. Once it is done then I use non-fire ......ant polyfill from walmart. A HUGE bag only cost a few bucks. From there is is trial and error. I use it as a plug and try to model it off of a newer filler. Oh, I also cut the new filler. I pull it out, fill the cart to almost full, then slowly put the filler in. It rarely absorbs all the liquid so about 1/8th of an inch gets cut flush with the cart top. This has worked with little to no leaking for me.

I use the blue foam and have very little leakage. Are you over filling - I push mine a little ways below the cart top, add juice until just bearly visible, then pull the foam up till level with the cart top. Also when I first start a fresh cart, I keep the battery pointed up for the first few vaps, helps to keep the extra juice in the cart without overruns.
