I think it is the underbelly of a coil master tab/ Friday morning thingy, etc. Doesn't look like a mod, uses a limo pack, I don't see a switch, yeah, that's my guess.

PCC is/was a portable charging case. (not personal, sorry) When one bought a small cigalike, there were little rechargeable cases in which to keep them. So, when your first one ran out (after like a nano second), you could pull the other out of the case, and stick the "dead" one IN the case to recharge.
