What justification do the government have?

The justification is very little. "They" don't like vaping...
It's not necessarily being claimed as a tobacco (smoking) product, it's being regulated in legislation that covers all sorts. It shouldn't be in a tobacco products bill, full stop.
Alternatives to smoking tobacco should be treated independently, of course.

They have plenty of justification, they just don't want you to know what that justification actually is.

If you want to know, look up how much money your government makes on tobacco taxes. I believe they are raking in close to £12.5 billion per year.

Truth is most if not all of the studies on ecigs are flawed since there is no standards when it comes to testing, so any laws/regulations made on ecigs may be based on complete utter crap.

I'd really love for a proper study done on them, one that involves someone who actually vapes and not smoking machines and randomly cranking up voltages to 12v+ on a 1.8ohm coil and setting the smoking machine to basically do a continuous hit burning the liquid instead of converting it to a aerosol >.>

Just downloaded Fl state & U S Constitution, vaping not mentioned.

We're talking about the UK, Europe and 500 million people. Governments are required to enact the TPD. It more or less kills off vaping. It's the interpretation that counts. Vaping could be banned by mid 2016. 100% sure on that.
