This looks to be the Pro-V Centauri cartotank from Vaperfexion. 19mm Tanks: Cartomator/Pro-V Centauri/Reactor - Centauri Tank Series - Vaperfexion

It comes with a polycarbonate tube (with color options), but steel and glass tubes are available as an extra purchase option. I believe you also get an option for a juice fill hole/screw.

The Vaperfexion website is confusing to navigate. I do see that they have updated the photos recently. I have the original Vaperfexion Pro-V cartotank as seen below. It's an ok cartotank, nothing special other than it's looks, rather pricey for what it is, it doesn't get a lot of use any more as I prefer pyrex-tubed tanks, which the Pro-V didn't have that option when I got mine:

I think this pic might be of a Pro-V Centauri tank on a Provari. If you click on the pic it will enlarge, and you can see a side-mounted juice fill screw attached.

EDIT: Upon further review of the Vaperfexion website, I see what is in your pics is a Lavagen Rebuildable Insert, to make the tank into a small RBA. http://www.vaperfexion.com/centauri-lg-and-lg-pro-lavagen-rebuildable-insert/
