Torch the wick till it glows white. As for the wire, you don't need to do anything to it except wrap it around the wick (you can very lightly torch it to take out some of the springiness out of it if you want). How many times you wrap it depends on the size of the wire vs. how many ohms you want for the end result. ex.: if you have 3mm silica wick and 32awg kanthal wire; you can wrap it 4-5 times and it should give you somewhere between 1.8-2.2 ohms.

To get a nice even wrap with your wire use a 4-40 SAE or M3 (3mm) or M2.5 (2.5mm) metric machine screw. The 4-40 and M3 are the same diameter.
The 4-40 screw will give wider spacing of the coils while the M3 will give closer spacing and will allow for more wraps for the same width of coil.
The M2.5 will give a smaller coil diameter with close wraps so you can get lower resistance with the same number of wraps as with the M3 screw.
