Basically, all your answers are there. And yes you can generally get PG/VG in local stores, as well as *some* flavorings, but you'll most likely be getting your nic online. It's great you're looking at DIY, it really isn't a big deal.

I get medisca brand pg usp from any compounding pharmacy. I like it.
Buy fresh, get the ones with the furthest out best before dates.
Same with everything you purchase for vaping. Like food the fresher the better. imo.
