Without even mentoning vaping, get a clause into the bill, worded in such a way that it would look totally irresponsible to not vote for it.
A clause that says the FDA will do all in its power to fast-track proven safer alternatives to smoking; will do whatever it takes to promote safer alternatives to protect the lives of smokers ... something like that.
That's how these things are done.
If there's no time to winover these guys to vaping, there's maybe time to get a legal doorway opened that we can get through later
Get some legal advice, adice from people who know the ins and outs of procedure etc, and get someone on our side too put something in there that would be impossible to vote against

I'd say, get a video camera and catch these guys, senators and so on, catch them some place, ask them: "Would you be in favour of an alternative for smokers if it was proved to be far less dangerous in order to save the lives of existing smokers?" Something like that. Something any sane person would agree to. And get it on record.
