Breathing is the act of letting a juice, that is either mixed with alcohol (some vendors use alcohol to mix the flavors together), or have a prefumey/medicinal aroma to them, air out with caps and dripper off for a few hours, usually not more than 12 hours recommended.

Steeping is the act of aging: letting a liquid sit in a cool, dark place to age.

It is always recommended to SHAKE your eliquid when received, and before you fill your tank. You might also combine the above options. Shake, breathe, then steep. If the liquid needs it. Not every liquid needs to breathe nor steep. All benefit from the Shake.

Breathing entails removing the dropper/cap in order to allow alcohol-filled "air" to leave the bottle, and clean air to enter. This also involves steeping since it takes some time (usually 6 hours-1 day)

Steeping simply involves leaving the juice in a cool, dry area and letting the ingredients mix themselves over time. You don't not need to remove the cap/dripper while steeping.

"streething" is just a fancy/overcomplicated way of saying "breath for 12 hours then let steep for another 6 1/2 days"

Yes, I know, cap off sit, push air out, cap let sit, uncap push air out, let sit, rinse repeat until you forget what part you doing.
Now, you can do it, it works but the process is not for everyone. I'm not (dare I say) OCD enough to keep up with it.
Just let me look at my bottles once a day and go "oh look, caps off I'll put them back on now" and then pull out a bottle that I received over a week ago and then be about my business.

https://www.youtube.com/watch?v=dgKfKctOMQI streething instructions start at the 5:25 mark and continue for four minutes. Thank you Riptripper.

I have not bothered. I've found that aging works well for most juice problems; and steeping may just be a waste of time. If a juice tastes horrid, steeping usually doesn't help. Simply letting the juice sit for a few days, or weeks, is what works best for me. Some juices will taste the same on day one when compared to day 30...indicating that not all juices need to steep.
