Are you looking for European suppliers only? Otherwise, there's plenty to chose from in the US. MFS, Nude Nicotine, Wizard Labs, etc., all sell nicotine base for DIY.
I can see you're from EU, so if it's UK then darkstar/ukflavours is cheapest(the former UK delivery only). Also UK only is piratesvape(cnt nic good rep) but not as cheap.
There are many alchem nicselect vendors like vapersemporium or everything-liquid and chemnovatic nic like the one VT uses is e.g. pink-mule.com. These are all full EU delivery with the highest rep of available nics here...
I like best nicobrand nic e.g. from lubrisolve but more expensive though...

In the US there are several suppliers where you can buy unflavored pre-mixed at 18 mg - but you are paying a premium for that if you buy it in any quantity. You are buying mostly base liquid, relatively little nic, and shipping by weight is still shipping by weight.
Should you buy PG or VG with no nic locally it's easy enough to cut that 36 mg/ml - or any other concentration - down to whatever you need. You can find calculators to do that, and all sorts of other help, in the DIY forum. ~> DIY E-Liquid

If you want to keep it as simple as possible (which you seem to want), you can buy 18mg nic in a ready mixed 50/50 VG/PG base - all you have to do is add your flvourings.......

The basic differences:
VG produces the most vapor - at the expense of throat hit and duller flavors.
PG produces the most throat hit & 'sharper' flavors - at the expense of vapor production.
I know you aren't interested in flavorings but it's part of the general equations for everyone when looking at PG versus VG.
The difference is that to be able to make 100% PG you need PG nic and 100% VG nic you need VG nic. Other than that it's just personal preference, e.g. some like to buy VG nic if they use a high VG ratio and likewise the other way around. Normally this is irrelevant unless using very high ratios of either side. Also, some prefer PG nic because it's easier for normal gauge syringes... Generally pick whatever you want unless you're 100% PG or VG vaper. Note this is for e.g. 100mg(or 72mg), as if getting lower nic, then some ratios will not be possible so in that case get whatever you have highest ratio off of PG or VG in your mix...
