There is no 'best place". Eliquid flavor is very subjective. What one person loves, the next person hates.

As others have said, there's no one place to buy.... you'll need to try a few and see what you like. Just 1 word of advice, if you do not like your juice when you get it, let it steep for a few days to a few weeks and try it again. A lot of juice gets better with age. Steeping-- let it sit in a dark place,with the cap and dripper off, shaking it vigorously daily to introduce air into the liquid (with the cap back on of course).

I finally found Seduce Juice and I REALLY like them. The ability to build sample packs of the flavors you're interested in is a big plus. Also, they offer graduated sizes up to some BIG containers - if you find a juice you really like and are going to stick with.

Seems line there's about one billion juice makers out there; so there's no such thing as a "best." It's like asking who's the best chef? Maybe someone thinks it's Gordon Ramsey and someone else thinks it's their mom - it's all subjective. Sucks that it's like shooting in the dark but that's the real long and short of it.

Just look at recommendations, check out the flavor descriptions on the company sites and pick some that sound good. That's the best you can do without finding somewhere to sample them yourself.

I like Mt Baker Vapour .. FANTASTIC on the budget and great solid juices. Taste is a subjective thing so bare that in mind.
Just ordered from ITC waiting on delivery .. They are getting great reviews.
Want to order from Altecig too .. They ship internationally but don't advertise it.
I've been REALLY IMPRESSED with customer service from Mount Baker and the quick dispatch of both ITC and Mount Baker.

I'm fairly new to this, but something I haven't seen said is about how sometimes it takes your tongue a while to figure your vaping out (so to speak lol), especially if you are quitting analogs. So, no matter what you buy and where - keep that thought on the back burner too!
