Where to get dry carts for mini?

I would like to get dry ones so that I know what I am getting in the vapor.

You get get filled ones, for the mini (901, etc) from vaporguys, but they come filled and you dont know the quality of the juice.

Does anyone know where to get dry cartridges?

I get mine from My Vapor store, Electronic ash, and Diet smokes for janty round carts that fit a 901 (a bit loose, but not bad).

Pretty much any online e-cig store that sells parts for your model, should also sell empty carts.

So that's 17 cents apiece - the best price I've found in the US was about 40 cents each, and some as much as 80 cents each. Eastmall has a similar deal 18 cents each. So if you need enough accessories or juice to have the lower prices from China make up for the extra shipping charges, add some empty carts to your order.
