Very possible. 7 seas lagoon. Out there once in a hobie cat and saw a bald eagle swoop down close to us and grab a fish - just like on Discovery Channel! That's one event that reached the level of the overused 'awesome' for me. Another was a full breach of a humpback right off the starboard of a whalewatching Kodiac raft.

Eagle look a lot like this (didn't have my camera with me) and about that angle and closeness (not the best exposure but I grabbed this one because it looked similar...)
