Can someone explain HV atomizers and cartomizers? If you use one on an HV battery, what does it do?

I know Low Res atomizers make a 3.7 battery vape more like a 5V. Does an HV atomizer make a 5V battery vape like 3.7V?

The British press pulled that series of pictures out for a few years every time they wanted to run a story saying he was depressed. It was his day off. He decided to rent a small boat. Some idiot was shoving a camera in his face (there are about a dozen shots, starting on the dock) and, surprise, he wasn't smiling from ear to ear. Proof positive that the depression he suffered 15 or 20 years ago was back.
