I saw that a few days ago, Kent. I am both so I guess I am certified, but without the title. It doesn't matter, I don't go in the classified section and never have.

Not sure whether it's an 'and' or an 'or'. I'm not supporting... I think from most of the thread, it's an 'or'. I've used it from time to time. It depends on how much you 'experiment' with mods, ejuice, etc. - one can recover much $ if used right. And try some things out too....
