Xtar all the way. If you aren't planning on using 26650 batteries you can go with the VP1 instead of the VP2. The VP2 also has a couple other esoteric features - like the option to use it as a USB power source with a charged battery in place, and the ability to charge Li-Po4 batteries. For most people neither of those features is all that useful. The recovery feature is on all Xtar chargers and does work, except one multi-charger in the line that can also charge NiMh batteries as well. (Any charger that can do both Li-On and NiMh batteries cannot recover under-voltage Li-On batteries.)
If you get an Xtar from a dealer it has a full two year warranty. Right now they are running on sale at Xtardirect.com $29.90 for a VP2 and 24.90 for a VP1.
Xtardirect doesn't have a lot on batteries tough. They do have in stock the new Xtar 18650's which is a wrapped VCT4. If that doesn't do it for ya I have to send you to RTD Vapor for batteries. They are also an authorized Xtar dealer, but I don't know if they have that discounted charger pricing available.
