The only one i know of is my country, Singapore

Selling of eliquid and related items is banned within Taiwan.
But purchasing from suppliers overseas is allowed, so far.

In short, you can buy but you may not sell.

Bad luck shenailing ... but you do have a lot of rules in SIN - some might say too many.

I'm in Belgium and while e-cigs and vaping are not banned, the sale of nicotine is restricted to pharmacies, who make far too much money from patches and other over-priced under-performing junk to bother with supplying e-juice.

However, we are part of the wonderful(?) European Union where the freedom of movement and goods is enshrined in the law, so we can order from websites based in France, the UK, Germany, Holland etc etc for delivery.

What's the situation in Malaysia? Can't you just drive over there for the day and come back with the trunk full?

It seems Saudi Arabia is in the same boat. But the members hanging out in the Singapore group are probably the best ones to talk to about getting vaping supplies. Just wait for moderator approval and then head on over to that forum. Good luck.

Have you been able to place orders? It seems as if a lot of the brands do not ship to taiwan or overseas. Which website do you use?

Mexico has banned import, sale, marketing, manufacture and commercialization of all e-cigs and juices - fortunately, there are still folk who get them into the country to sell at massively inflated prices

I buy from the US and ship to a mailbox in TX
