A lot of ebay members get banned for it too, yet it still goes on.
Besides ebay, etsy has some accessories. Then there are the chinese sites, kanger has one: KangerTech
Then other sites like ahappydeal.com and dx.com have a lot of cheap batteries, plastic protank clones and ce4s, chargers, some liquids(really cheap, but no gaurantee they're good), thats where I got my ego starter kit from, $7.50, works great with a good tank(not the tank that came with it mean, the battery is good enough though). I am also getting a dilvery from tomarrow from http://bestecigarettesolution.com/ they have a variety of stuff, like the vamo for $32, I am getting so liquid from them tomorrow, no idea if it's any good though. There are a lot of chinese sites like that one.

I would think European vendors would accept PayPal. You might want to check the European forums.
