This is more "bait and switch" by the World Health Organization, whose operatives are far more interested in demonizing, excessively taxing and regulating and/or banning the least hazardous smokefree tobacco products than reducing tobacco attributable diseases (the overwheliming majority of which are caused by daily inhalation of smoke).
