No one, unfortunately.
Cartomizers aren't available from Canadian retailers for the time being.
Since I am a regular cartomizer user, I just make sure my order is big enough to qualify for the 15 percent discount, which eats up the shipping cost. Always get a few extra carts in my order which helps a lot.
