Unfortunately, this is easily explained.

Having been in the webhosting business several years ago, I have seen this quite a bit. What has happened is the website domain "smokefreeamericas.org" has expired (the organization that owned/registered it did not renew it in time to retain ownership) and it was snapped up by a company that grabs domains with high traffic numbers and redirects them to their advertising sites with links that they earn money from clicks/hits on. Some people/companies earn a substantial income doing only this. The page you are seeing is nothing more than an advertising page with random offers based on the domain "key words" (smoke, smoke free, etc) and has nothing to do with the original "Smoke Free Americas" organization that WHO was referring people to.

So, WHO can easily deny any knowledge of the ads that come up on that page and I would suspect as soon as they catch wind of the situation, they will remove the link and provide an alternative link or contact information for that organization.

BUT, it is kind of ironic and enjoyable while it lasts! :)
