Why do e-liquid vendors sell sample packs at only a certain nicotine mg?

In search of e-liquids and already 2 out of 3 sites I went to (vaperite and vermillion's river) only have samples at a certain nicotine strength- and you can't change it.

Any reason for this? Kinda sucks....
