I'm trying to post some questions about a specific type of mech mod under the appropriate subforum and its saying I don't have permission to post in that forum. What's up with that?

I believe you need a minimum of 15 post in the newbie forum until you get permission on other sub forums. So post away in here for awhile and you should be good.

The forum requires 5 posts before you're allowed to post outside the new members forum. It's done to limit the ability of spammers to do much damage.
Just pop into a few threads and say hi or comment, then when you hit 5 posts you'll gain access to many other parts of the forum once the server runs its jobs each hour. (aka there may be a slight delay in getting perms).
Just keep posting and once the server resets you'll be able to post wherever you like when you have the right amount of posts.

To get out of the New Members forum, you need 5 posts.
However, there are some forums (like the APV forums) that require 15 posts before being allowed to post there.
