Maybe he receives Campaign Monies from Groups who's interests are better served in a Highly Regulated e-Cigarette Market?
Google "utah paul ray cigarette" and take a look at the articles. I don't dismiss the possibility that he's sincere. He may be merely ignorant and/or stubornly unable to understand that what he's doing is counterproductive to his own expressed (personal) desires.
I generally assume people (even politicians) aren't corrupt(ed) unless/until proven otherwise.
Besides, taking such a stance just makes tactical sense: it seems to enhance one's credibility in the eyes of disinterested observers.

I have the Upmost Respect for the Work that CASAA Does. But they Can't Solve All the Bans and Restrictive Policies on their own. People need to Get Active.
National American - and often world-wide - trends start in California.
And recently an entire Californian municipality tried to BAN the sale of vaping hardware COMPLETELY TO ALL ADULTS.
Meh. Ho hum.
Maybe you live far away. It can't happen to you, can it?
Think again. Early "smoke-free" ordinances were common in California, long before they spread to other places: they started as indoor smoking bans in government buildings, extended to private businesses (regardless of what the owners wanted), and then moved to bars, hotels & restaurants.
Then the prohibitions moved OUTSIDE on to SIDEWALKS, PUBLIC PARKS, ENTIRE college and university CAMPUSES, military bases, industrial parks, bus and train platforms, airports, and multi-unit residential buildings.
Don't smoke tobacco? Doesn't matter then.
Oops ... as I'm sure you well know, "smoke free" now means "vapor free" in many places. (And California contained many "early adopting" governments and private businesses.)

Recently, for the second time in the U.S., an ALL-OUT BAN on the sale of vaping equipment and supplies to ADULTS was proposed in the City of La Mesa California. (The first time was the FDA's attempt to ban it in 2009.)
Yesterday, La Mesa's ban was STOPPED DEAD IN ITS TRACKS by CASAA - the Consumer Advocates for Smoke-Free Alternatives Assn.: La Mesa considers ban on e-cigarette sales | San Diego Reader
Imagine if La Mesa had passed its ban. It could very easily have spread throughout California faster than a brush fire, migrated to the US East Coast, and then arrived on your doorstep, just as the tobacco smoking bans did (which were soon followed by draconian taxes and regulation - soon to be extended to vaping).
Oh, so you get your vaping stuff over the internet? Do you seriously think that won't be stopped, just as it was with analogs? Guess what - Canada has already done it, and California is considering it: http://www.e-cigarette-forum.com/fo...-shipment-e-cigarettes-anyone-california.html
