Are Japanese IP addresses blocked?

Prior to the site upgrade in August I did not have any problem accessing the site from my house. I was in the States when the site upgrade took place. After returning to Japan in early September, I receive the message "Oops! We ran into some problems. Your IP address has been banned."

I have cleared the cookies and cache but still have the same error.

I work on a U.S. military base here and can access the site using the on-base network.

Are local Japanese IPs being blocked or is there another issue causing this?

I need the IP address in question. If we were getting spammer issues from a particular range, it's possible it may have been blocked.

Getting the banned message when sending PM - using a VPN from the house but get limited success with that. I'll keep trying to get the info to you but may not be able to get it sent until next week when I go back to the base.

edit - just looked at my message box. Looks like the info got sent multiple times - I made a few attempts after getting the errors.
