I used to have similar problems with my Boge cartos. I don't anymore, though. I've used the cap-fill method with success, but now I do something different. I pull the cap off and slowly drip juice into the fill around the center hole, waiting for the juice to soak in between drops. I do this until juice begins to pool at the top. At this point, my carto is usually ready to go. If I get the burnt taste after this process (very rare), i know there is still dry fill in there. I poke the top of the fill with a toothpick to help the juice soak in and fill again. Maybe one out of 20 cartos just doesn't work properly. I think this may be defective coil placement or something. I don't know. That's an acceptable loss to me. Nearly all the time, these things work super well for me. They are my regular vape. I hope you have similar success!
